Summary
Regulatory Review Act of 1981 - Requires all rules proposed by any Federal agency to be submitted to Congress together with an estimate of the costs to be incurred over the following five-year period by the Federal Government, State and local governments, nongovernmental entities, and individuals affected by such proposed rule. States that such rule shall become effective 60 days after submission to Congress unless, within such period, either House disapproves such rule.
