Amends the Public Works and Economic Development Act of 1965 to: (1) include grants for maximizing efficiency in administering governmental functions among grants the Secretary of Commerce may make that would be useful in alleviating or preventing conditions of excessive unemployment or underemployment; and (2) allow use of such grants for developing and conducting or implementing county or municipal government efficiency assessments.
