Summary
Transfers a specified sum of unobligated funds from certain Department of Defense appropriations accounts to the Agency for International Development to provide medical care and other relief for noncombatant children who are victims of the Nicaraguan civil strife. Directs that such assistance be provided only through nonpolitical private and voluntary organizations and international relief organizations and that at least half of such assistance be provided through organizations operating inside Nicaragua. Prohibits the provision of assistance through or to the Government of Nicaragua.
