Summary

Amends the Federal criminal code to make it a criminal offense to willfully use a computer capable of being programed and reprogramed in a manner not authorized by the owner. Provides for a fine of not more than $100,000 or imprisonment for not more than ten years or both. States that the court shall not suspend any sentence or grant probation and that the additional sentence shall not run concurrently.
