Summary

Requires the Director of the National Bureau of Standards to issue regulations with respect to recycled oil. Defines "recycled oil" for purposes of this Act as meaning oil which has been refined or reprocessed to remove impurities acquired through use. Provides that no excise tax shall be imposed under the Internal Revenue Code on recycled oil which is sold for use in other than a motor vehicle.
