Summary
Increases the penalty for committing felonies with a firearm or while unlawfully carrying a firearm to not less than: (1) 5 years in the case of a first offense; or (2) ten years in the case of a second or subsequent offense. Provides that such sentence may be neither probationary nor run concurrently with another sentence.
