Summary

Jurisdiction Reform Act of 1986 - Amends the judicial code to increase from $10,000 to $25,000 the amount in controversy required as a basis for Federal district court jurisdiction. Grants Federal district courts jurisdiction over civil actions arising out of an event which results in injury to 25 or more persons, provided: (1) the value of the alleged injuries exceeds $10,000 per person; and (2) diversity of citizenship exists between adverse parties. Sets forth certain requirements regarding the determination of liability, damages, and substantive law when such actions are transferred to multidistrict panels.
