Summary

Amends the Federal Power Act to declare that, from September 26, 1996, until an amendment to the Clean Air Act has been enacted to reduce transboundary air pollution associated with ozone and ozone precursors, PM-10, mercury, and carbon dioxide, neither the Federal Energy Regulatory Commission nor any State may permit any arrangement for the interstate sale of electric energy to any retail electric customer located within the exclusive service territory of any State electric utility serving retail electric customers in that State (retail wheeling). Exempts from such moratorium any electric energy sale: (1) by a State regulated or nonregulated electric utility to retail customers located within the utility's exclusive service territory; or (2) pursuant to an arrangement entered into before September 26, 1996.
