Summary

Criminal Offender Anti-Drug Act - Amends the Violent Crime Control and Law Enforcement Act of 1994 to require a State, to be eligible to receive a truth in sentencing incentive grant or a violent offender incarceration grant, to have a program of controlled substance testing and intervention for appropriate categories of convicted offenders during periods of incarceration and criminal justice supervision, consistent with guidelines issued by the Attorney General (controlled substance testing program). Authorizes the use of such grant funds for offender controlled substance testing programs.
