Summary
Collection Services Procurement Act of 1981 - Amends the Federal Property and Administrative Services Act of 1949 to authorize Executive agencies to enter into contracts for collection services to recover debts owed to the United States (excluding debts owed under the Internal Revenue Code). Requires the Director of the Office of Management and Budget to prescribe regulations assuring free competition and the use of competitive bidding where practicable in the procurement process for such services.
