To authorize certain United States-flag fishing and fish processing vessels to be chartered or sold to foreign citizens and transferred to foreign registry without approval by the Secretary of Transportation, and to establish limitations on the authority of those vessels to thereafter operate in the fisheries and coastwise trade of the United States.

Authorizes certain U.S.-flag fishing and fish processing vessels to be sold or chartered to foreign citizens and transferred to foreign registry without approval of the Secretary of Transportation. Provides that such authority does not apply to vessels that have been sold or chartered to foreign citizens and later documented under U.S. laws after enactment of this Act. Provides that vessels sold and chartered to foreign citizens and transferred to foreign registry shall not be prohibited from engaging in coastwise trade. Sets forth certain limitations on such trade by such vessels.
