Summary
Amends the Surface Control and Reclamation Act of 1977 to extend through 2007 the authority of the Department of the Interior to collect abandoned mine reclamation fees. Continues the fee collection authority after such time at a rate to be established in the future. Mandates that specified amounts available in the Abandoned Mine Reclamation Fund be deposited into the Coal Industry Benefit Fund. Repeals certification guidelines with respect to eligible lands, waters, facilities, utilities, expenditure priorities, and discretionary use of grant funds for certain activities or public facility construction.
