Summary

Amends rule VII of the Rules of the House of Representatives to prohibit proxy voting by any committee or subcommittee member with respect to any measure or matter (currently, a committee or subcommittee can adopt a rule to permit a member to vote by proxy). Amends the Federal criminal code to impose a fine upon a Member of the House in an amount equal to his or her annual salary if the Member: (1) authorizes another Member to cast his or her vote or to record his or her presence; or (2) casts the vote or records the presence of another Member.
