Summary

Requires the Secretary of the military department concerned, whenever electing to carry out a project using alternative authority for the acquisition or construction of military family or unaccompanied housing for a military installation, to give the affected State and local governments a right of first refusal to participate in such project. Provides such right for 30 days, after which the Secretary concerned may extend the solicitation to other eligible entities. Requires interested governmental entities to be given a 120-day period to submit project proposals to the Secretary concerned, which shall be used as the basis for selecting project participants.
