Summary
Requires the Secretary of Labor to enter into agreements with units of State or general local government in order to make financial assistance available for the purpose of providing employment for unemployed or underemployed scientists and engineers in jobs where they will assist State and local governments by assessing recent technological developments and the possible applications of such developments to State and local problems. Authorizes to be appropriated $300,000,000 to carry out the purposes of this Act.
