Summary

Directs the Secretary of Defense and the Secretary of the military department concerned in selecting a military medical facility to be closed or to provide reduced services, to give equal weight to the needs and number of: (1) active duty military personnel who receive treatment at such facility; and (2) members and former members of the armed forces and certain dependents of such members who are eligible for care at the facility under the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS). Requires decisions to close or reduce the care provided at each such facility to be made on a case-by-case basis. Directs such Secretaries to reconsider the selection of such facilities made before the enactment of this Act.
