Summary

Directs the Delaware River Joint Toll Bridge Commission to enter into an agreement with the Secretary of Transportation (in conjunction with the State highway agencies of Pennsylvania and New Jersey) to repay Federal funds previously obligated for the Delaware Water Gap Bridge on Interstate 80. Requires the Commission and such States to enter into an agreement with the Secretary of Transportation if the Commission and such States decide to operate an uncompleted bridge on Interstate 78 as a toll bridge. Grants congressional consent to a supplemental agreement between Pennsylvania and New Jersey which: (1) grants the Delaware River Joint Toll Bridge Commission authority to collect tolls and revenues for the use of Commission facilities and to expend such revenues for existing non-toll bridges over the Delaware River between New Jersey and Pennsylvania; and (2) authorizes such States to construct a bridge across the Delaware River in the vicinity of Easton, Pennsylvania, and Phillipsburg, New Jersey.
