Directs the Secretary of the Army to provide a named individual with a set of silver wings as replacement for such original silver wings which were destroyed in an accident involving a military vehicle. Directs the Secretary to receive and consider the claim of such individual relating to the destruction of any other personal property as a result of such accident.
