Summary

Authorizes the Secretary of Agriculture to acquire specified private lands (Pope and Talbot Offered Lands) for inclusion in the Willamette National Forest, Oregon. Directs the Secretary, in preparing the forest plan amendment pursuant to the acquisition, to consider the land's timber sale potential in connection with maintaining spotted owl conservation. Authorizes appropriations. Authorizes specified actions to help offset adverse economic effects suffered by the communities of Oakridge and Sweet Home, Oregon, as a result of northern spotted owl protective measures.
