Summary
Moscow Embassy Security Act of 1990 - Amends the Diplomatic Security Act to authorize appropriations to construct a new chancery of the United States Embassy in Moscow. Sets forth security safeguard guidelines for the new chancery. Precludes the Secretary of State from permitting the Soviet Union from occupying any new diplomatic facility in the Washington metropolitan area until the new chancery building for the United States Embassy in Moscow is ready for occupancy and the Secretary certifies that it can be safely and securely occupied.
