Summary
Amends provisions concerning unpatented mining claims to reserve to the United States the right to manage and dispose of surface mineral material before the issuance of a patent for such claim. Entitles the locator to the equivalent amount of surface mineral material used by the United States subsequent to the location of the claim, but before the issuance of the patent.
