Summary

Farmworker Bill of Rights Act - Establishes the United States Commission on Farmworkers. Directs the Commission to prepare a farmworker bill of rights establishing minimum standards for the protection of farmworkers, including rights relating to labor, health and safety, housing, education, and government program access. Directs the Commission to devise labels to be attached to domestically produced agricultural products to indicate to retail consumers that the agricultural products were: (1) produced using farmworkers covered and protected by the farmworker bill of rights; or (2) not produced using the labor of farmworkers. Directs the Commission to establish procedures relating to: (1) growers' and producers' right to use such labels; (2) certification and monitoring of growers' and producers' compliance with such bill of rights; and (3) periodic review of Federal laws, regulations, and policies pertaining to farmworkers. Directs the Commission to: (1) serve as a national clearinghouse for information on Federal, State, and local laws and regulations which concern farmworkers; (2) investigate and provide information on the status of nationwide compliance with the farmworker bill of rights; (3) recommend improvements in Federal programs relating to farmworkers; and (4) develop a reasonable standard definition of "farmworker." Sets forth provisions for membership, staff, and powers of the Commission. Directs the Commission to transmit to Congress, within one year, the report containing the proposed farmworker bill of rights. Provides that such proposed bill of rights shall not take effect if both Houses of Congress adopt a concurrent resolution of disapproval within 90 calendar days of continuous session after receipt. Directs the Commission to submit yearly legislative recommendations to the President and the Congress. Directs the Commission to submit administrative recommendations to the President whenever appropriate.
