Supporting New Avenues to Protect Our Fishermen's Resources Act or the SNAPR Act - Amends the Magnuson-Stevens Fishery Conservation and Management Act to repeal a provision that requires any fishery management plan, plan amendment, or regulation submitted by the Gulf of Mexico Fishery Management Council to contain conservation and management measures that establish catch limits (separate quotas for recreational and commercial fishing that, when reached, result in a prohibition on the retention of caught fish for the remainder of the fishing year) for the Gulf of Mexico red snapper fishery.
