Summary
Amends Federal shipping provisions to direct the Secretary of the department in which the Coast Guard is operating to prescribe regulations requiring all fishing vessels to be equipped with: (1) an emergency radio beacon; (2) liferafts or lifeboats; and (3) survival suits. Directs the Secretary to prescribe additional regulations requiring such fishing vessels to be certified as stable by a marine surveyor when entering into a fishery which requires significant changes in equipment or operational techniques from those previously employed by the vessel operator.
