Summary

Wetlands Preservation Act - Amends the Federal Water Pollution Control Act to direct the Secretary of the Army and the Administrator of the Environmental Protection Agency to jointly issue rules that establish a program to ensure that there is no net loss in the total number of acres of wetlands that were in the United States on June 8, 1989. Provides that such program shall: (1) require that activities conducted under permits do not result in any reduction in the total number of acres of U.S. wetlands or the functions and values of such wetlands; and (2) include a system of wetlands acreage accounting. Requires the Secretary and the Administrator to report to the Congress on: (1) any reduction in the total number of acres of U.S. wetlands that has occurred since June 8, 1989; and (2) any action necessary to comply with this Act.
