Amends the Harmonized Tariff Schedule of the United States to: (1) set a calendar year 2003 duty of 2.6% for Thiamethoxam Technical; (2) reduce it to 2.54% for calendar year 2004; and (3) increase it to 3.2% for calendar year 2005, to 3.5% for calendar year 2006, and to 3.8% for calendar year 2007.
