Insurance Sales Deregulation Act of 1981 - Amends the McCarran-Ferguson Act to prohibit any State from: (1) prohibiting an insurer or an insurance agent or broker from offering a benefit, not specified in an insurance policy, as an inducement to purchase such policy; or (2) permitting any insurer to establish such a prohibition for agents or brokers.
