Summary
Amends the Federal Salary Act of 1967 to make any recommendations of the President regarding the salaries of Members of Congress, the President Commissioner from Puerto Rico, and the Senate and House leadership advisory only. Amends the Legislative Reorganization Act of 1946 to establish the annual rates of pay for Members of Congress, Delegates to the House, the President Commissioner from Puerto Rico, and the Senate and House leadership at the rates in effect for such positions on March 1, 1977, unless otherwise revised by law.
