Summary
Authorizes, under the Federal Property and Administrative Services Act, the donations of government surplus real property, including buildings and fixtures, for public safety purposes. Provides that the Secretary of Health, Education, and Welfare may designate, sell, or lease such real property for public safety purposes to the States and their political subdivisions and instrumentalities subject to the disapproval of the Administrator of General Services within 30 days after notice to him by the Secretary of a proposed transfer of property.
