Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to require the Administrator of the Office of Juvenile Justice and Delinquency Prevention to conduct a study of the incidence of violence committed by or against juveniles in the District of Columbia, Los Angeles, Milwaukee, and other appropriate urban areas in the United States. Specifies objectives of the study, including identification of characteristics and patterns of behavior of juveniles who are at risk of becoming violent or victims of homicide, determination of the accessibility and use of firearms by or against juveniles, and development of a plan to assist State and local governments to reduce homicide committed by or against juveniles.
