Summary
Amends the Ports and Waterways Safety Act to direct the Secretary of Commerce, in consultation with the Nuclear Regulatory Commission, to promulgate regulations which require foreign vessels carrying nuclear waste material to notify the Commission prior to entry into a port in the United States. Directs the Commission to promptly transmit such notice to the Governor of the State in which such port is located.
