Summary

Prohibits the Secretary of Transportation from requiring the State of New Jersey to repay any Federal-aid highway funds expended on construction of any high occupancy vehicle (HOV) lane or auxiliary lane on Interstate Route I-80 or I-287 within the boundaries of the State if the State assures the Secretary in writing, before it removes an HOV restriction, that such removal is in the public interest.
