Summary

Amends the Forest Resources Conservation and Shortage Relief Act of 1990 to prohibit: (1) the sale for export of unprocessed timber from Federal lands west of the 93rd (currently, 100th) meridian in the contiguous 48 States; and (2) the purchase for export of such timber from Federal lands west of the 93rd (currently, 100th) meridian in the 48 contiguous States which will be used as a substitute for timber from private lands which is exported by the purchaser (thus widening the region to which such restrictions apply).
