Summary
Youth Development Act of 1992 - Authorizes the Commissioner of the Administration for Children, Youth, and Families to make competitive grants to public agencies and nonprofit private organizations for programs and activities to improve adolescents': (1) educational performance; (2) health and fitness; (3) life skills; and (4) family relationships. Sets limits on the amount, number, and uses of such grants. Defines adolescent as an individual between ten and 16 years old. Authorizes appropriations.
