Amends the Civil Liberties Act of 1988 to provide that any payments made under such Act to persons of Japanese ancestry who were unjustly evacuated, relocated, or interned during World War II shall not be considered income for purposes of all laws or benefits administered by the Secretary of Veterans Affairs.
