Overseas United States Citizens' Representation in the Congress Act of 1991 - Provides for representation in the House of Representatives of citizens residing outside the United States by a nonvoting delegate. Requires that such delegate be elected by absentee ballot by citizens who have the right to vote in Federal elections under the Uniformed and Overseas Citizens Absentee Voting Rights Act.
