Summary

Full Employment Act - Declares it the purpose of this Act to provide employment to every American who seeks it. Defines the terms used in this Act. Authorizes to be appropriated such sums as may be necessary to carry out this Act. Requires not less than 80 percent of the sums appropriated to be allocated by the Secretary of Labor among the States in an equitable manner. Directs the Secretary to enter into arrangements with eligible applicants to make financial assistance available for the purpose of providing employment for unemployed and underemployed persons in jobs providing needed public services. Defines eligible applicants as being: (1) public agencies and institutions of the Federal Government and of States and cities; and (2) Indian tribes and any private nonprofit agencies and institutions approved by the Secretary. Sets forth the information required in applications for assistance and the conditions for such assistance. Requires all laborers and mechanics employed in projects and works which are federally assisted under this Act to be paid wages at rates not less than those prevailing on similar construction in the locality. Requires all others to be paid at a rate not less than the then-prevailing Federal minimum wage. Directs the Secretary to appoint an Advisory Committee on Public Service Employment. Makes it the duty of the Committee to review the operation of programs under this Act, conduct independent evaluations of such programs, and make recommendations for the improvement of such programs.
