Summary
Directs the Secretary of the Interior to designate specified lands in Utah County, Utah, as the Utah Lake National Wildlife Refuge. Requires the Secretary to develop a comprehensive plan for such Refuge within three years. Requires the Secretary to acquire suitable sites outside the Refuge for water control, habitat protection, and development. Authorizes the use of funds from specified funds, including funds described in the Land and Water Conservation Fund Act of 1965 and the Migratory Bird Hunting and Conservation Stamp Act of 1934.
