Summary
Declares that certain disabilities of a named individual shall be considered to be service-connected disabilities for specified compensation purposes. Requires that such compensation commence the first month beginning after the enactment of this Act and be in full satisfaction of any claims against the United States for such disabilities. Directs the Administrator of Veterans' Affairs to rate such disabilities.
