Summary

Directs the Secretary of the Army, through the chief of Engineers, to construct, operate, and maintain recreational facilities and streambank stabilization structures along the Des Moines River, Iowa. Empowers the Secretary to enforce certain limitations, including the protection of wild animals and birds. Authorizes the Secretary to acquire the necessary land and interests therein to carry out such project. States that the Federal share of such project shall be 100 percent. Authorizes appropriations.
