Summary

Amends the Small Business Act to authorize the Small Business Administration to purchase stock from qualified small business corporations. Prohibits the purchase of such stock if the total amount outstanding and committed (by participation or otherwise) to the corporation from the business loan and investment fund exceeds $750,000. Authorizes appropriations.
