Summary
Directs the Secretary of the Interior to transfer to the Bighorn Institute of Palm Desert, California, a parcel of land currently leased to the Institute under the Recreation and Public Purposes Act. Allows the Secretary to exempt from such transfer a certain segment of such land which is subject to a controversy relating to trespass until such controversy is resolved. Reserves mineral rights to the United States. Provides for the reversion of lands to the United States if used for any purpose other than wildlife biology and veterinary medicine.
