Summary

Amends the Dingell-Johnson Fish Restoration Act, the Anadromous Fish Conservation Act, and the Fishery Conservation and Management Act of 1976 to prohibit the Secretary of Interior from granting any Federal fish restoration and management assistance to any State (including Puerto Rico, Guam, American Samoa, and the Virgin Islands) which has charged a fee for the privilege of recreational fishing in waters of the territorial sea of the United States during any portion of such fiscal year.
