Summary
Amends the Water Resources Planning Act to broaden the coverage of such Act over water and related land resources development programs and studies. Places the Secretary of Energy on the Water Resources Council in place of the Federal Power Commission Chairman. Decreases the frequency of required assessments by the Council of water supplies. Directs the Council to: (1) advise the President on water and related land resources investments; and (2) periodically compile and compare regional funding levels for water and related land resources programs. Authorizes the Council to establish an advisory committee composed of State and local representatives. Stipulates that all Federal appropriations for water and related land resource management studies to be conducted by the Council shall be made to the Council.
