Amends Federal civil service law (Hatch Act) to apply to officers and employees of the government of the District of Columbia the requirements, prohibitions, and exemptions relating to political activities of certain State and local government officers and employees. Makes inapplicable to District officers and employees the requirements and prohibitions of such law relating to political activities of certain Federal officers and employees.
