Summary

Provides for the election of Representatives and Delegates to the Congress to be held during a 24-hour period on the Sunday immediately following the first Monday in November in 1984, 1986, 1988, and 1990. Provides for the appointment of electors for President and Vice President during the 24-hour period on the same date in 1984 and 1988. Requires the Federal Election Commission to report to the Congress and the President regarding: (1) the effect of the twenty-four-hour voting schedule on percentages or patterns of voter participation; and (2) recommendations for legislative or other actions.
