Summary
Amends the Harmonized Tariff Schedule of the United States to extend, through December 31, 2006, certain provisions relating to verification of wages and issuance of duty refund certificates to insular producers in the U.S. Virgin Islands, Guam, and American Samoa. Amends the Tariff Act of 1930 to subject to a civil fine any person involved in the importation of merchandise that has been seized because it bears a counterfeit American trademark.
