Summary

National Educational Software Act of 1984 - Establishes within the Government a National Educational Software Corporation. Provides that the board of directors of the Corporation shall consist of: (1) the Secretary of Education, the Directors of the National Science Foundation and the Office of Science and Technology Policy, or their designees; and (2) specified numbers of persons appointed by the President with the advice and consent of the Senate, who are elementary or secondary school or college teachers, administrators of educational institutions, experts in the application of computer technology to education, or experts in the ventures financing of high technology companies. Directs the Corporation to: (1) develop criteria for the selection of high-quality, interactive, and educationally useful computer software; (2) secure investment capital for selected projects to develop such software; (3) make investments in projects for development of such software, subject to specified limitations; (4) enter into contracts and make grants to assist in the development of such software; (5) establish, or provide for the establishment of, a clearinghouse to disseminate information on such software to educational institutions and agencies; and (6) engage in such other operations and activities as the board of directors determines to be necessary and appropriate to encourage the development and use of such software. Sets forth the general authorities of the Corporation. Prohibits the Corporation from issuing its own securities. Sets forth provisions concerning investments by the Corporation. Authorizes appropriations to carry out this Act for FY 1985 through 1987.
