Summary
Amends the Housing and Community Development Act of 1974 to direct the Secretary of Housing and Urban Development to make technical assistance available to assist cities located on the border between the United States and Mexico to develop, apply for assistance for, and implement programs that are eligible for urban development action grants. Requires the Secretary to give full consideration to grant applications from such cities, especially with regard to applications involving industrial or commercial facilities other than hotels or transient housing.
