Summary
Repeals the National Endowment for Democracy Act. Prohibits any Federal agency from spending funds for aid for the National Endowment for Democracy. Requires the Comptroller General to audit the National Endowment for Democracy and report to the Congress on the audit. Requires certain freedom of information provisions to continue to apply to funds received by the National Endowment for Democracy before enactment of this Act.
